Instead of first breaking ground on a controversial, 78-unit housing project on Main Street near downtown, the focus is on building 177 units at the demolished Father Panik Village site by Hallett Street and Crescent Avenue. The Bridgeport City Council is scheduled to vote on tax breaks for the latter -- dubbed Crescent Crossings -- Monday, and the development team of the JHM Financial and Richman groups is heading before the Zoning Commission.
