The city's downtown rental market this year will see its biggest jump in new apartments in more than a decade, and developers are jockeying for renters with amenities ranging from luxe kitchens to riverfront views and even a basketball court. The converted Sonesta Hotel on Constitution Plaza - now the 193-unit Spectra - boasts a half-court space that used to be part of a ballroom.
