Mayor Bill Finch is proposing giving the Board of education $3.8 million more in the new fiscal year, but along with that would be a bill for about $2.3 million in services previously covered by the city. After the transfer of so-called in-kind services such as crossing guards, garbage pick-up and snow removal, the municipal contribution to Bridgeport's schools would be $1.5 million more than the city is paying now, according to city officials.
