Warning that the city public schools are in a financial "perfect storm," Superintendent Beth Schiavino-Narvaez has proposed a $429.3 million education budget that eliminates 78 positions across the system, including three dozen teaching jobs. District administrators faced a $24 million budget gap when crafting the 2015-16 spending plan, Narvaez told the school board.
