During a hearing Friday before the Judiciary Committee , three police chiefs said they were concerned about accelerating a statewide use of body cameras for police officers and mandatory electronic receipts for motorists after traffic stops. The receipts bill would be part of the 12-year-old Alvin W. Penn Racial Profiling Prohibition Act, named in honor of the late Bridgeport senator whose encounter with a Trumbull cop led to the law, aimed at gathering information on the race of all motorists involved in police reports.
