The city council took another step Monday toward removing Hartford's three registrars of voters, approving a measure that allows the registrars to defend themselves at a hearing. The council voted 8-1 in favor of the hearing, and upheld several charges against the registrars - Democrat Olga Vazquez, Republican Sheila Hall and Working Families Party member Urania Petit - who are accused of neglecting their duties and making a series of errors that delayed voting at some city polling places on Election Day.
