Bridgeport state Rep. John F. Hennessy is back again to push his effort to correct one of Bridgeport's more serious structural, congenital flaws -- the practice of letting city employees serve on the city council, giving them a vested interest both in the status quo and in heeding signals sent from their ultimate boss, the mayor. Banning people who are on a municipal payroll from making decisions about municipal budgets is a logical enough idea that a state law prohibits them from serving on finance boards.
