A proposal to build a natural-gas-fired power plant on Bridgeport Harbor is on hold after the plan did not clear an auction run by the regional grid operator. PSEG Power Connecticut, which operates the coal-fired power plant with its signature red-and-white smokestack, had planned to build a 450-megawatt combined-cycle plant on the same property.
