A Monroe man who skimmed $275,000 while serving as a property manager for a company that owned and rented apartments and homes in Bridgeport was sentenced to five months in a halfway house and fined $18,000. The sentenced imposed on Anthony Testo , 67, and his company ACT Builders Inc. comes on top of the $275,000 he agreed to make in restitution to the buildings' owner and $71,795-plus in yet to be determined penalties and interest to the IRS in taxes on unreported income.
