News that the U.S. will restore diplomatic relations with Cuba a half-century after severing its ties with the communist island spread quickly in the Cuban-American community here Wednesday, as local residents phoned one another to celebrate the change. "I called like seven of my friends this morning," said Raul Laffitte, president of the Cuban Lyceum social club in Bridgeport.
