Design costs for train station excessive?

Can someone please help to explain why it costs so much to design a train station? Bridgeport was recently awarded $2.75 million to cover 30 percent of the design costs of the new Barnum Avenue station. This equates to more than $9 million in total "design" costs, based on DOT estimates.
