Jorge Chiclana, 22 of Bridgeport was arrested and charged with second-degree manslaughter and risk of injury to a minor. Norwalk Police were summoned to 261 Ely Ave. Apartment 2F on May 16 2014 after receiving a report of a baby not breathing.
