Connecticut's wealthiest would pay higher income taxes and capital gains, under a budget approved by the Finance Committee today. The proposal includes keno, a continuous video lottery game that would be installed in restaurants, bars with liquor permits and pari-mutuel betting facilities including the Shoreline Star in Bridgeport.
