It wasn't so much the fire that damaged a 29-unit condominium Sunday evening, but the smoke and water, officials said. Once the building's fire alarm system and a plumbing leak in one of the units were repaired Monday morning, most of the residents were allowed to return home, said fire department spokesman William Kaempffer .
